Job Description:

The Director – Fiber Construction will provide strategic and operational leadership for large-scale fiber network construction initiatives. This role is responsible for overseeing end-to-end fiber construction programs across multiple regions, ensuring delivery excellence, cost control, vendor performance, and compliance with safety and regulatory standards.

The Director will act as a senior leader, partnering with executive stakeholders, engineering, operations, and external vendors to drive successful execution of fiber infrastructure expansion projects aligned with organizational goals.

 

Key Responsibilities:

Strategic & Leadership Responsibilities

  • Provide overall leadership and direction for fiber construction programs across multiple markets or regions.
  • Define construction strategy, execution models, and best practices to ensure scalable and repeatable delivery.
  • Serve as senior escalation point for construction risks, schedule delays, budget overruns, and vendor issues.
  • Partner with executive leadership to align fiber deployment initiatives with business and growth objectives.

Program & Project Oversight

  • Oversee multiple complex fiber construction projects simultaneously, ensuring on-time and within-budget delivery.
  • Establish project governance frameworks, KPIs, dashboards, and reporting mechanisms.
  • Review and approve construction schedules, budgets, forecasts, and change orders.
  • Ensure high-quality execution from design through construction, testing, and final acceptance.

Vendor & Financial Management

  • Lead vendor strategy including selection, contract negotiations, rate cards, SLAs, and performance management.
  • Manage relationships with construction contractors, fiber splicing vendors, and material suppliers.
  • Drive cost optimization while maintaining quality, safety, and performance standards.
  • Review invoices, validate milestone completion, and ensure financial accuracy.

Technical & Quality Oversight

  • Ensure adherence to fiber construction standards, including installation, splicing, testing, and documentation.
  • Oversee fiber testing processes using tools such as OTDR, power meters, and light sources to ensure network integrity.
  • Review and approve as-built documentation, test results, and acceptance packages.
  • Champion continuous improvement in construction quality and field execution.

Compliance, Safety & Risk Management

  • Ensure compliance with OSHA, local, state, and federal regulations.
  • Promote a strong safety culture across all construction activities.
  • Identify risks proactively and implement mitigation strategies across programs.

Reporting & Stakeholder Communication

  • Provide executive-level reporting on program status, risks, milestones, and financial performance.
  • Communicate effectively with internal leadership, external partners, and cross-functional teams.
  • Support executive presentations, business reviews, and strategic planning discussions.

 

Required Qualifications & Experience:

  • Bachelor’s degree in Engineering, Telecommunications, Construction Management, or related field (or equivalent experience).
  • 12+ years of experience in fiber network construction within the telecommunications industry.
  • 5+ years in a senior leadership or director-level role overseeing large-scale fiber construction programs.
  • Proven experience managing multiple complex projects across regions or markets.
  • Strong expertise in vendor management, contract negotiations, and performance governance.
  • Solid understanding of fiber design, construction, splicing, testing, and acceptance processes.
  • Working knowledge of fiber testing tools including OTDR, power meters, and light sources.
  • Demonstrated leadership, decision-making, and stakeholder management skills.
  • Ability to travel to project sites as required.

 

Preferred Qualifications:

  • PMP, PgMP, or equivalent project/program management certification.
  • Experience with fiber management systems, GIS mapping, or construction tracking tools.
  • Prior experience working with tower companies, ISPs, or large telecom infrastructure providers.
  • Strong financial acumen including budgeting, forecasting, and cost controls.
