Job Description
Seeking highly qualified professional to serve as a Project Manager/Lead in the Finance and Information Systems Division. DHS is an integrated department with a staff of over 700, providing behavioral health, social services, public health, employment and economic assistance services. In addition, DHS works in close partnership with nearly 50 area nonprofit organizations to meet the full range of community needed. Arlington County DHS is committed to delivering services to children and families in an effective, equitable, respectful and trauma-informed manner. The Project Manager/Lead will assist DHS acquire a comprehensive, integrated, day care center and in-home child are licensing management system. This system will support child-care licensing operations and serve as a portal for clients, parents and vendors. The management system will include components for program inspections, document management, program enrollment and waitlist management, and staff training. Specifically, the Project Manager/Lead will: • Determine and define project scope and objectives • Identify IT and business partners to support business requirements and meet customer expectations • Develop and manage detailed project schedule and work plan • Finalize system requirements, develop procurement documents and lead RFP process • Identify technology solutions and conduct an assessment of fit • Responsible for overall project coordination and manage resources in an effective and efficient manner • Utilize industry best practices, techniques and standards throughout entire project execution     • Track progress and make adjustments as needed • Coordinate consistent communication with all stakeholders • Measure project performance to identify areas for improvement   The successful candidate will have expertise in using Microsoft Excel and/or other project management software, strong familiarity with project management methodologies and best practices, experience developing project presentations to stakeholders, proven ability to solve problems, experience seeing projects through the full life cycle, excellent analytical skills, strong interpersonal skills and extremely resourceful, and proven ability to complete projects according to outlined scope, budget and timeline. QUALIFICATIONS Minimum: • Bachelor’s degree in Computer Science, Information Technology, Public or Business Administration or a related field • Five or more years of project management and related experience   Substitution: • Additional directly related qualifying experience may be substituted for education requirement on a year-to year basis   Desirable: Preference may be given to a candidate with one or more of the following: • Advanced degree in a related field; or • Experience in a technology field related to human services, local government, or nonprofits; or • Project Management Professional (PMP) certification
